Shaykh Bin Baz was asked:

Question:

My wife lives with me in Saudi and she wants to send her picture to her mom in Egypt in order to please her. But I have heard the fatawa regarding the pictures that they (pictures) are forbidden. Is this from the necessities which make prohibitions permissible?

The Shaikh answers:

“This is not from the necessities. It is not for her to send her picture to her mom or to other than her mom. This is not a necessity. She can write to her (mom) or she can talk to her on the phone and all praise is due to Allah. As for sending a picture, then that is not permissible.”
