Ash-Shaykh Bin Baz رحمه الله was asked the following question,

‎.. الأرصاد يا شيخ جزاك الله خيرًا ؟
‎الشيخ: نعم.
‎الطالب: بكرة يجيء هبوب شمالًا ويجيء مطر غربًا …؟

Question:

“Oh Shaykh, may Allah reward you, what is the ruling on meteorology? For example, they say tomorrow there will be wind in the north region and rain in the west region…?”

‎الأرصاد لها دلائل، إذا قالوا فيها: إن شاء الله أو بإذن الله وهم على طريقة متبعة يعرفونها ما تكون من دعوى علم الغيب،

Answer:

“Meteorology is based on certain criteria. If they say ‘In Shaa Allah’ or God willing along with them basing it on a process that is recognized from which they have experience, then it is not a form of claiming to know the ghayb [i.e unseen]”

‎إذا كان على طريقة يعرفونها من الأهوية التي تسوق والسحاب وأشباه ذلك .. ولا يجوز الجزم بهذا، بل يقول: بإذن الله، أو إن شاء الله، أو بمشيئة الله،

“This is if it is based on a certain method that they have experience in concerning various weather conditions. [However] it is not permissible to be certain when stating it. Rather, he should say ‘God willing’, ‘In Shaa Allah’, or ‘by the permission of God’.

‎وأما الجزم بهذا لا ، لا يجزم بها، لا يجزم بهذا إلا من رأى، إذا رأى أوائلها .

As for confirming it, then no, he should not do so. He should not confirm it except for a person who has witnessed its onset [i.e of what has been forecasted]” End translation. [Reference]
