Question:

Can one read the Qur’aan that has more english in it than arabic without wudhu?

Answer:

Ash-Shaykh Bin Baaz, rahimahullah, said:

… إذا كان معه الترجمة فإنه يكون له حكم التفسير، والتفسير يجوز أن يحمله المحدث والمسلم والكافر؛ لأنه ليس كتاب القرآن ولكنه يعتبر من كتب التفسير.

If it [the mushaf] has the translation with it then it will take the ruling of Tafseer. And it is permissible for the person who is not upon wudu to carry a book of Tafseer and it is permissible for the Muslim and kaafir to carry since it is not a Mushaf. Rather, it is from the books of Tafseer.

Although the correct opinion to some of the shuyookh is that it is permissible to touch the Quran when not having wudu and Allah knows best.
