Shaikh Ibn ul-‘Uthaymeen rahimahullah was asked:

Question:

What is the ruling on a fasting person using lip balm to remove dryness from the lips?

Answer:

“There is no harm for a person to use what will dampen the lips or nose in terms of balm or wetting them with water or using a cloth or what resembles that. However, he should be cautious from something reaching his stomach from that which removes the roughness [i.e. balm or water etc]. If something reaches [his stomach] unintentionally, then there is nothing upon him just like if he rinses his mouth with water [while making wudu] and the water reaches his stomach unintentionally. He does not break his fast by this”.
