The Permanent Committee was asked:

Question:

What is the ruling on using a microphone or a telephone to recite the Qur’an for Ruqyah (reciting Qur’an and saying supplications over the sick seeking healing), or reciting Ruqyah over a large number of people at the same time?

Answer:

“Ruqyah should be recited directly over the patient, not through a microphone or a telephone. This contradicts what was done by the Messenger of Allah (peace be upon him), his Sahabah (Companions, may Allah be pleased with them) and their Tabi`un (Followers, the generation after the Companions of the Prophet). The Prophet (peace be upon him) said,:

“Anyone who introduces anything into this matter of ours (Islam) that is not a part of it will have it rejected”.

Shaikh Ibn ul-‘Uthaymeen (may Allah have mercy upon him) said:

“Reciting in congregation upon one affected [by evil eye] is a way which is not reported from the Salaf. Rather it is an innovation” [Majmoo’ Fatawa wa Rasaail (17/33)]

Shaikh Abdul-Muhsin al-‘Abbad (may Allah preserve him):

Question:

Nowadays some of the reciters who are specialized in reciting ruqyah upon a sick person, open a clinic for it or they perform it in their house. What is the ruling on that?

Answer:

“Benefiting the people is good. However, to this level of expansion and to this level of debasement which occurs is not good. Even until some of them, due to the many people who are in need and who he has to treat, recite on a number of people [at once]! So there is no angle of proof for this. [Also] a person selling water that is recited on, then this is also not good” [Sharh Sunan Abi Dawood no. 391]

Shaikh al-Albani (may Allah have mercy upon him) also said it is from the innovations [Silsilatul-Huda wan-Nur (no 573)]
