Shaykh Saalih Al-Fawzaan (may Allah preserve him) was asked,

Question:

“May Allah be good to you. The questioner says: I want to go to Makkah for Umrah. However, I am worried about the Coronavirus. Is this considered weakness in Imaan or is it considered taking the means [to protect oneself]?”

Answer:

“This is a weakness in the reliance upon Allah, the Exalted. Put your trust in Allah, go for Umrah, pray in Masjid ul-Haram, and do not fear except Allah, the Exalted. If a ban from entering into a specific land has been issued based on a medical decision/ruling, then there is no harm [in adhering to that]. The Prophet (ﷺ) said about the plague,

‘If you hear of a plague in a land, then do not enter into it. And whoever is in that land should not leave from it’ [Reported by al-Bukhari and Muslim].

If a ban is issued based on sound knowledge, then do not go. But as long as the door is open, alhamdulliah, and those who are performing Umrah are performing Umrah and visiting the Prophet’s masjid, then you should not have with you such severe fear”. End translation.
