Shaykh Abu Abdir Rahmaan Yahyaa Bin Alee Al-Hajooree was asked:

‎السؤال: عندنا إمام يؤم بالناس في صلاة العشاء والتراويح في رمضان من المصحف، هل يجوز فعل ذلك؟

Question:

There is an Imam with us whom leads the people in the Ishaa and Taraweeh prayer in Ramadan (whilst reading) from the Mushaf. Is that permissible?

‎الإجابة: الأولى ترك القراءة من المصحف، واستدل ابن حزم على النهي بقول النبي صلى الله عليه وآله وسلم: (إن في الصلاة لشغلًا)(2)،

Answer:

What is more befitting is leaving off reciting from the Mushaf. Ibn Hazm used as evidence upon the prohibition of it the statement of the prophet صلى الله عليه و سلم

Indeed during the prayer one is preoccupied

‎الذي يقرأ من المصحف يشغل، فالأولى أن يقرأ الإمام بما يستطيعه، قال تعالى: ﴿فَاقْرَءُوا مَا تَيَسَّرَ مِنَ الْقُرْآنِ﴾; [المزمل:20].

The one who reads from the Mushaf occupies himself. Thus it is more befitting that the Imam read with that which he is capable.

Allah Ta’alaa said:

“Recite that which is made easy from the Qur’an”

[73:20]

‎هذا في التراويح، مع أن بعض الصحابة فعل ذلك كان يقرأ في المصحف في التراويح، أما في الصلوات المفروضة؛ فما كان أحد يصلي في المصحف ففعله هذا محدث.

This is in Taraweeh, and some of the companions did that, they used to read from the Mushaf in Taraweeh. As for the obligatory prayers, then none would pray reading from the Mushaf. Thus this action of his is an innovation.
