Question:

What is the ruling on raising the hands in the supplication between the adhan and the iqamah? Is eagerness in supplicating at that time from the Sunnah?

Answer:

That time is from the times when supplications are answered. However, eagerness in raising the hands between the adhan and iqamaah was not done by the Prophet sallahu alayhi wa salam nor his Companions, along with what is known about his eagerness and their eagerness in doing good.
