Ash-Shaykh Bin Baaz, rahimahullah, was asked the following question :
ما حكم الإسبال في الكم، هل هو حرام أم مكروه، وإذا كان مكروهاً وأسبل، هل يكون آثماً؟
Question:
What is the ruling on performing Isbaal of the sleeves? Is it haraam or disliked? If it is disliked, would the person who does so be in sin?
لا أعلم في ذلك حرجاً إلا أن الأفضل أن يكون إلى الرسغ، الأفضل أن يكون إلى الرسغ كما روي عن النبي – صلى الله عليه وسلم -أنه كان قميصه إلى الرسغ ولو زاد على ذلك لا يضر، لا أعلم فيه بأساً ولا نهياً عن النبي عليه الصلاة والسلام.
Answer:
I’m unaware of any sin pertaining to that except (that) it is better it be to the wrist. What is preferable is that it be to the wrist, as it has been reported on the Prophet sallahu alayhi wa salam that his sleeves were to his wrist and if were to exceed that, then there is no harm. I’m unaware of any harm or prohibition from the Prophet sallahu alayhi wa salam pertaining to it.

A side note concerning the hadeeth:
عَنْ أَسْمَاءَ بِنْتِ يَزِيدَ بْنِ السَّكَنِ الْأَنْصَارِيَّةِ قَالَتْ كَانَ كُمُّ يَدِ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ إِلَى الرُّسْغِ
On the authority of Asma bint Yazid that she said: The sleeves of the Messenger of Allah, peace and blessings be upon him, would come to his wrist.
Which was reported by At-Tirmidhi. A few scholars have declared it to be weak. although the matter may require further research and Allah knows best.
