Ash-Shaykh Saalih al-Fawzaan hafidaho-Allah was asked the following question:

Question:

“Is the du’a that is between the Adhaan and the Iqamah specific to who is in the masjid or is it general for even someone who is at home or in the market?”

Answer:

“It is general, it is general for everyone who makes du’a between the Adhaan and the Iqamah, it is general. However, if it were to occur in the masjid while waiting for the prayer, then that it is better.” End quote.

Side Note:

A group of the mashayikh mentioned this ruling applies to both male and female; those who could hear the adhaan and those who cannot since it is a وقت الاستجابة it is a ruling in relation to the timing being a reason for the du’a to be answered.
