Ash-Shaykh Bin Baaz rahimahullah was asked the following question:
إذا كان الشخص سوف يسافر في التاسعة صباحاً في رمضان، فهل يجوز أن يفطر ذلك اليوم من الصباح الباكر؟
Question:
If a person is going to travel in Ramadan at nine o’clock in the morning, is it okay for him to break his fast for that day from the early morning?
ثبت عن أنس رضي الله عنه أنه كان عزم على السفر واستعد للسفر ولبس ثياب السفر فأكل قبل أن يسافر فسأله بعض أصحابه: هل هذا سنة؟ فقال: نعم سنة، وجاء عن أبي بصرة الغفاري نحو ذلك فلا حرج في ذلك، وإن صبر حتى يخرج فهو أحوط، إن صبر حتى يخرج فهو أحوط، وإن تهون عن السفر لزمه الإتمام وقضاء اليوم، إن هون لزمه الإتمام، لازم أن يتم الصيام ويقضي اليوم الذي أفطر فيه.
Answer:
It has been affirmed on the authority of Anas, may Allaah be pleased with him, that he once decided to travel where he prepared for the journey and wore the clothing for travelling. So he began to eat before travelling. Therefore some of his companions asked if this (i.e act of his) is a sunnah. Hence he replied saying: yes it is a sunnah. Likewise, it has been reported on Abu Busrah al-Ghifaaree a similar narration. So there is no harm in that and if he is patient up until he departs, then that is safer for him…

Narrated Abu Busrah al-Ghifari:
Ja’far ibn Jubayr said: I accompanied Abu Busrah al-Ghifari, a Companion of the Messenger of Allah (ﷺ), in a boat proceeding from al-Fustat (Cairo) during Ramadan. He was lifted (to the boat), then his meal was brought to him. The narrator Ja’far said in his version: He did not go beyond the houses (of the city) but he called for the dining sheet. He said (to me): Come near. I said: Do you not see the houses? Abu Busrah said: Do you detest the sunnah (practice) of the Messenger of Allah (ﷺ)? The narrator Ja’far said in his version: He then ate (it).
عن جَعْفَرٌ ابْنُ جَبْرٍ – قَالَ كُنْتُ مَعَ أَبِي بَصْرَةَ الْغِفَارِيِّ صَاحِبِ النَّبِيِّ صلى الله عليه وسلم فِي سَفِينَةٍ مِنَ الْفُسْطَاطِ فِي رَمَضَانَ فَرُفِعَ ثُمَّ قُرِّبَ غَدَاهُ – قَالَ جَعْفَرٌ فِي حَدِيثِهِ – فَلَمْ يُجَاوِزِ الْبُيُوتَ حَتَّى دَعَا بِالسُّفْرَةِ قَالَ اقْتَرِبْ . قُلْتُ أَلَسْتَ تَرَى الْبُيُوتَ قَالَ أَبُو بَصْرَةَ أَتَرْغَبُ عَنْ سُنَّةِ رَسُولِ اللَّهِ صلى الله عليه وسلم قَالَ جَعْفَرٌ فِي حَدِيثِهِ فَأَكَلَ .
