Shaykh Saalih al-Fawzaan was asked the following question:
Question:
Oh Virtuous Shaikh, may Allah facilitate for you goodness. A person who teaches the young children wants to teach them the characteristics of Hajj. So (since) he wants to teach them practically, he puts on ihram and brings a box, and it is cartoon for a refrigerator, and paints it black. Then he makes Tawaf and does the characteristics of Hajj. So what is the ruling on this?
Answer:
This is not allowed, painting a box black. The committee of Senior Scholars and the Majaam’ al-Fiqhi issued the prohibition of building a model of the Ka’bah because this will lead to what is prohibited and the people will believe this model to be the Ka’bah. The ignorant will think that, so this action is not allowed. However, him teaching the children, then there is no harm in it. This teaching is good. As for him acting for them, then this acting is not teaching. This is not allowed. That is, have people reached such weakness in intellect to this extent? They do not know something except through acting.”

Shaikh Ibn ul-Uthaymeen took the opinion that it is allowed with conditions, whereas the lajnah said it is an innovation.
