“In the Name of Allah, the Most Beneficent, the Most Merciful
All praise is due to Allah and may peace and blessings be upon the servant of Allah and His Messenger Muhammad, and upon his followers, and Companions altogether.
As for what follows:
Verily our brothers in Eastern Ghouta have been touched by evil and the affair has intensified upon them from these criminals. We ask Allah to grant them relief and remove their distress. It is upon the Muslims in every place to assist their brothers by supplicating that Allah remove their distress and to remove what has befallen them of harm for verily Allah is All-Near, All Responsive. It is necessary for the Muslim to have concern for his Muslim brothers:
من لم يهتم بأمر المسلمين فليس منهم
Whoever does not have concern for the affair of the Muslims then he is not from them
[It is reported by al-Hakim and at-Tabarani and graded weak by Imam al-Albani in ad-Daifah (1/48)]
The least a person can do is supplication. So it is upon all of us to supplicate for them in our prayers and outside the prayers. Likewise a person supplicates for them in the Qunut of the witr prayer, whether alone or in congregation. Perhaps it is easy for the ruler to have the Imams make supplication in Qunut because harm has touched them. So we ask Allah to remove from them what has touched them of harm and remove their distress, and to take revenge on those who oppress them. For they are oppressed. [Words not clear].
وَمَن يَظْلِم مِّنكُمْ نُذِقْهُ عَذَابًا كَبِيرًا
And whoever among you does wrong (i.e. sets up rivals to Allah), We shall make him taste a great torment [25:19]
Oppression is not allowed against a disbeliever or other than him. So how about oppressing a Muslim? These are Muslims who have been touched by harm. Allah has promised to support the oppressed. We ask Allah to remove their distress and what has befallen them. And we should advise one another to supplicate for them and to remove what has befallen them. And we should advise each one of us with it. In that is supporting them and aiding them to the best of one’s ability because heedlessness and turning away should not come from the Muslims. Heedlessness and turning away has effects. We ask Allah to make us from those who have care and concern for the affair of the Muslims, and we ask Him to protect us and you from heedlessness and turning away, and we ask Allah to be gentle with our brothers in Ghouta, and to remove their distress now without delay. And we ask Allah to take revenge against those who oppress them. Verily He is the Guardian of that and All Capable over it. And may peace and blessing be upon the servant of Allah, our Prophet Muhammad, his family, and followers”.
