Ash-Shaykh Yahya al-Hajooree, hafidaho-Allah, was asked the following question,

Question:

السؤال: هل التكبير مشروع من بعد انتهاء رمضان إلى المصلى، يرى بعض الإخوان أنه غير مشروع فإذا كان مشروعًا فلماذا لا يكبرون؟!

“Is Takbir legislated from the time Ramadan ends [after the Maghrib on the last day of Ramadan] up until the prayer of Eid. Some of the brothers deem it not legislated. Therefore, if it is something legislated, then why do they don’t make takbir?”

Answer:

الإجابة: قال الله تعالى: ﴿وَلِتُكْمِلُوا الْعِدَّةَ وَلِتُكَبِّرُوا اللهَ عَلَى مَا هَدَاكُمْ﴾; [البقرة:185]، فبعد إكمال عدة رمضان يشرع التكبير وآكده من بعد صلاة الفجر إلى خروج الإمام لصلاة عيد الفطر، وأما عيد الأضحى فإلى آخر أيام التشريق، لقول الله تعالى: ﴿وَاذْكُرُوا اللهَ فِي أَيَّامٍ مَعْدُودَاتٍ فَمَنْ تَعَجَّلَ فِي يَوْمَيْنِ فَلا إِثْمَ عَلَيْهِ وَمَنْ تَأَخَّرَ فَلا إِثْمَ عَلَيْهِ لِمَنِ اتَّقَى وَاتَّقُوا اللهَ وَاعْلَمُوا أَنَّكُمْ إِلَيْهِ تُحْشَرُونَ﴾; [البقرة:203]، والأيام المعدودات هي أيام التشريق، والذكر المأمور به شامل للتكبير وغيره، في منى وفي غيره.

Allaah, The Most High, says,

وَلِتُكْمِلُوا الْعِدَّةَ وَلِتُكَبِّرُوا اللهَ عَلَى مَا هَدَاكُمْ

(He wants that you) complete the number (of days of Ramadan), and that you exalt Allah [i.e. to say Takbir (Allahu-Akbar; Allah is the Most Great) for having guided you”

Thus after completing the number of days for Ramadan, it becomes legislated to perform the takbir, and it is more emphasized after Fajr [on the day of Eid] up until the Imam comes out for the prayer of Eid…” End translation. [Reference]

This is the best opinion I have seen on the matter, it combines between both sides. Allah knows best
