Question:

What is the ruling on tajweed when reciting the Quran?

Answer:

“Tajweed in the recitation of the Quran without exaggeration or addition or exceeding the boundaries, is something good. However, it is not obligatory. It is from the recommended affairs. If he recites the Quran and makes apparent its letters and does not fall short in any of its recitation, then that is sufficient. Hafidh Ibn Hajr (may Allah be pleased with him) mentioned in Fathul-Bari under the Hadith:

“This recitation is (too quick) like the recitation of poetry”
[Bukhari no. 775]

that the Scholars agreed that reciting with tarteel and tajweed is more deserving, but it is allowed to do so without that. This is what Hafidh Ibn Hajr mentioned in Fathul-Bari when mentioning this Hadith
