May Allah reward you with good. This female listener asks about the ruling on reading the Quran from the cellphone without purification. Is this allowed?
Answer:
“There is no preventative because there is not a mushaf in your hand. It is only a cellphone”.
Shaikh Saalih al-Fawzan hafidhuhallah was asked:
Question:
Virtuous Shaikh, added to this question: reading the Quran from the cellphone, does it require wudu?
Answer:
“It does not require wudu because the cellphone is not a Mushaf and does not take the rulings of the Mushaf. Also for the one reading from his heart, it is allowed for the one who has minor impurity. As for major impurity, then he does not read the Quran. Not from the Mushaf nor from his heart until he makes ghusl. Yes”.

What is your opinion, your eminence, regarding the new devices (the cellphone specifically) which has a program for the Noble Quran. When the cellphone is opened, a specific button is pressed, which makes apparent the Noble Quran. So in this situation, is it allowed to touch the cellphone without ablution? After turning off this cellphone, is it allowed to enter the washroom knowing that before turning it off, the verses of the Quran were apparent on it and then hidden? Benefit us, may Allah reward you.
Answer:
“It is impermissible to enter the washroom with the cellphone when the verses of the Quran are present on its screen because the Quran is apparent upon it. When the Quran program is closed, the cellphone takes the ruling of a device and it is not prohibited to enter it into the washroom. As for reading the Quran from the cellphone program without purification, then it is allowed if the reciter is not in a state of impurity. This is because it is prohibited for the one in a state of ritual impurity to read the Quran. There is no harm if he touches it without purification because that is not considered touching he Quran directly. Rather that is from behind a barrier and the cellphone is not considered a mushaf. And Allah Knows Best”.

Shaikh Saalih al-Fawzzan hafidhuhallah was asked:
Question:
Is reading from the mushaf on the cellphone better or from the paper mushaf which is well known? What is the difference [between them]?
Answer:
“There is no difference between them. Both of them are written copies of the Quran. Reading from the [regular] mushaf is more deserving because it is prepared for that and it is clearer in writing. So it is more deserving to recite from it than the cellphone. Reading from the cellphone is allowed”.
