‏قال شيخ الإسلام ابن تيمية رحمه الله تعالى “

حقوق العباد من الذنوب والمظالم وغيرها لا تسقط بالحج باتفاق الأئمة. ‎

Shaykhul Islam Ibn Taymiyyah, rahimahu’allah, said,

“The rights between the slaves [i.e. people] that have been violated by sin or oppression or other than that aren’t expiated by just performing Hajj and this is by consensus among the scholars” End translation. [Majmoo’ul Fataawa (18/341)]
