Ash Shaykh Saalih Al Shaykh mentions in his Book Al Minthaar, page 37, clarifying many of the widespread mistakes. From the mistakes he mentions are:
Mistake Number 26
Placing the right hand over the left and raising them to the throat.
This is in opposition to the Sunnah because the prophet صلى الله عليه و سلم used to place his hands upon his chest, with the right on top of the left; it is a Hassan [good] narration reported by way of weak routes which strengthen each other.
The Sunnah is attained by placing it upon the middle of the chest, or lower than it by the heart, because the heart is in the chest, due to the statement of Allah Ta’alaa
و لكن تعمى القلوب التي في الصدور
but it is the hearts which are in the breasts that grow blind.

As for raising the hands to the throat, then it is a mistake and in opposition to the Sunnah. As for that which has been reported from Ali رضي الله عنه, in the explanation of the statement of Allah
فصلي لربك و انحر
Therefore turn in prayer to your Lord and sacrifice (to Him only).
[108:2]
Then it is weak and not to be used as evidence.
