Question:
If a person joined the congregational prayer in the 2nd rakah and it is dhur prayer, can he still pray 4 rakah after finishing with the imam, so 2 with the imam and 4 after he finished with the imam?
Answer:
He is only allowed to pray two more units to make altogether 4 rak’ahs, since he entered behind the Imam with the intention to pray dhur and it comes in the hadeeth that the Prophet sallahu alayhi wa salam, said :
فَمَا أَدْرَكْتُمْ فَصَلُّوا وَمَا فَاتَكُمْ فَأَتِمُّوا
“Pray what remains of the prayer and complete what you have missed.”

Question:
If one is making up the Salaah for the remaining 2 raka’ahs, does he only recite Surah Fatihash or does he recite any Surah along with Al-Fatihah?
Answer:
The two rak’ahs which he is making up of what he missed are considered to be his last two rak’ahs, therefore he should only recite al-Faatihah therein.
Abu Qatadah reported that the Prophet (salallaahu alayhi wa salam ) would recite al-Fatihah and some (other) surah in the first two rak’ah of the noon prayer, and only al-Fatihah in the last two rak’ah.
Reported by al-Bukhaari and Muslim.
