Shaykh Bin Baz was asked:
Question:
“I have a brother in Moscow and he is not able to pray the Friday prayer. We asked some Scholars of al-Azhar. They said that the Friday prayer is not obligatory in the lands of the disbelievers. Is there any evidence for that or do you take a view other than that
Answer:
“Whatever the situation may be, it is not a must for the traveller to pray the Friday prayer for he prays dhuhr. But if he is staying a long time, then it is a must for him to pray the Friday prayer with the people, with the Muslims who are praying it. If he is in a land in which there is no Friday prayer and no one prays it, then he prays dhuhr and Friday prayer is not a must for him because prays dhuhr. As for if there are Muslims found, then he prays the Friday prayer. It is a must that he prays with them following them in it. He prays the Friday prayer with them. If such a situation is not found, then there is nothing upon him”. End translation.
Also Lajnah Ad Daimah was asked:
Question:
“Is Friday prayer obligatory upon us here while we are in the lands of the disbelievers?”
Answer:
“Yes it is obligatory upon you to pray it with those who establish it from the Muslims with you.” End translation.
