Shaikh Ibn ul-Uthaymeen rahimahullah said in explanation of this Hadith:

إِنَّ بَنِي إِسْرَائِيلَ كَانَتْ تَسُوسُهُمْ أَنْبِيَاؤُهُمْ كُلَّمَا ذَهَبَ نَبِيٌّ خَلَفَهُ نَبِي“

The affairs of the Children of Israel were administered by their Prophets. Every time a Prophet left, he was followed by another. (Agreed Upon)

It is evidence that the religion of Allah is the religion of Islam in every place and every time and it is the real, beneficial politics. The politics is not what the enemies of Islam obligate from disbelievers. The real politics is what Allah legislated. So like that: verily Islaam is a legislation and politics. Whoever separates between politics and legislation then he is misguided. In Islam, there is politics of the creation with Allah in worship, politics of the creation with his wife, with his neighbourhood, with his companions, with his students, with his teacher, with everyone. Everyone has politics specific for him and the politics in dealing with the enemies of the disbelievers… (Sharh Riyaadus-Saliheen 6/356-357)
