Shaykh Yahya al-Hajooree, hafidahullah, was asked the following:
Question:
“Is it legislated to congratulate one another on the arrival of the [blessed] month of Ramadan?”
Answer:
“Yes, it is legislated to congratulate one another for all joyful occasions, whether that be for ‘Eid celebrations, weddings, or other joyful occasions such as when being victorious upon the enemy and so on from the various joyful occasions that a Muslim could be congratulated for. [This could be done for example] by saying, ‘congratulations for the blessing of Allah upon you’, and similar wordings such as, ‘may Allah accept it from us and you’, or ‘may Allah make it a month of goodness and blessings [for us]’. All of this is considered to be a form of greetings [to congratulate one another with].”
