Shaykh Abu Abdir Rahmaan Yahyaa Bin Alee Al-Hajooree was asked:

Question:

“We are brothers in a city in France and the people wish to build a masjid, however we do not have the money. Could we go around collecting the money from nearby masaajid?”

Answer:

“If somebody helps you build the masjid, then build it. But to go from masjid to masjid begging in order to build a masjid, Allah has not put this on you. Even if you had to pray in a place made from sheets or straw or whatever is easy for you, please, do not do as mentioned in the question. Yes there are those who can interecde and mention it to the people of wealth and so forth but this going from masjid to masjid is wrong.” End translation. [Reference]
