The Hadeeth:
عَنْ أَبِي هُرَيْرَةَ، أَنَّ النَّبِيَّ صلى الله عليه وسلم قَالَ “ الصَّوْمُ يَوْمَ تَصُومُونَ وَالْفِطْرُ يَوْمَ تُفْطِرُونَ وَالأَضْحَى يَوْمَ تُضَحُّونَ”
رواه الترمذي
Abu Hurairah narrated that:
the Prophet sallahu alayhi wa salam said:
“The fast is the day the people fast, the breaking of the fast is the day the people break their fast, and the sacrifice is the day the people sacrifice.”
Reported by Tirmidhi.
Imam Tirmidhi rahimahullah mentioned some of the scholars commented on this hadeeth by saying:
إِنَّمَا مَعْنَى هَذَا أَنَّ الصَّوْمَ وَالْفِطْرَ مَعَ الْجَمَاعَةِ وَعُظْمِ النَّاسِ .
“The meaning of this [i.e Hadith] is that fasting and breaking fast is with the Jama’ah [i.e the main body of the muslims] and the majority of the people”

Here Ash-Shaykh Albany rahimahullah mentions that the aforementioned hadeeth was in relation to following the main body of the Muslims as a whole, not in specific to a country or a city. And the Shaykh rahimahullah gave an example of the Muslims in the west fasting with [the majority of] the Muslims in the East part of the world.
