Shaykh Al Uthaymeen said,
“As for the sighting of the moon of Thul Hijjah, then without a doubt that which is considered is the land in which the rituals are being established in. If the moon has been sighted in it, then it is acted upon. There is no consideration given to the rest of the lands and that is because Hajj is specific to a specific place and nowhere else. Whenever the moon of Thul Hijjah has been sighted in that place and that which is ascribed to it, then the ruling is established even if the rest of the lands oppose it.” End translation.
