The Lajnah ad-Daa’imah stated:

لا يجوز للمرأة الأخذ من شعر الحاجب لا بقص ولا نتف ولا حلق؛ لقوله صلى الله عليه وسلم: «لعن الله النامصة والمتنمصة»

“It is not permissible for a woman to take from her eyebrows whether that be by trimming it, plucking it, or shaving it due to the statement of the Prophetﷺ:

May the curse of Allah be upon ‘An-Namisah (the one who does the plucking) and Al-Mutanammisah (the one who has it done)…

. End. [Fataawa of al-Lajnah ad-Daa’imah, #16406]

The al-Lajnah ad-Daa’imah also stated when they were asked on the ruling of a woman shaving parts of her eyebrows while trimming other parts. They replied with the answer:

:لا يجوز حلق الحواجب ولا تخفيفها؛ لأن ذلك هو النمص الذي لعن النبي صلى الله عليه وسلم من فعلته أو طلبت فعله، فالواجب عليك التوبة والاستغفار مما مضى وأن تحذري ذلك في المستقبل.وبالله التوفيق، وصلى الله على نبينا محمد وآله وصحبه وسلم.

Answer: “…It is not permissible to shave the eyebrows nor to trim it since that falls under the act of plucking the eyebrows which the Prophet ﷺ cursed its doers and also those who request it [to be done for them]. Therefore, what is incumbent upon you is to make tawbah and to seek forgiveness from what has occurred and you should be cautious from that reoccurring in the future…”. End. [Fataawa of al-Lajnah ad-Daa’imah, #13437]

A Side Note: There is an exception to the ruling that some of our scholars have gave concerning if the eyebrows begin to distort the face or if it were to exceed its usual form such that it extends until the eyes. In this case it is permissible to trim it according to what is needed. As ash-Shaykh Muqbil rahimahullah mentioned that what is Haram from it is what is done for the purpose of adornment and beautification although in all cases what is best is to avoid trimming it.
