Ash-Shaykh Muhammad bin Saalih al-Uthaymeen, rahimahullah, was asked the following question,

السؤال:

ما حكم التكلم أثناء قراءة القرآن في المجالس العامة، كما يقرأ القرآن من شريط، فيتكلم مجموعة من الأشخاص، ما حكم هذا العمل؟

Question:

What is the ruling on speaking when the Quran is being recited in public gatherings, such as (when) the Quran is playing from a tape, while a group of people are speaking? What is the ruling on this action?

الجواب:

قال الله-تعالى-: ﴿وَإِذَا قُرِئَ الْقُرْآنُ فَاسْتَمِعُوا لَهُ وَأَنْصِتُوا لَعَلَّكُمْ تُرْحَمُونَ﴾ [الأعراف:204]، فإذا كان عندنا مسجل يصدر منه صوت القارئ ونحن نتحدث؛ فإما أن نغلق هذا المسجل، وإما أن نستمع إليه، أما أن نبقى في لغونا وكلامنا، وكأننا لا نسمع إلا أصوات بشر، فإن هذا خلاف الأدب مع القرآن، فهنا أقول: إما أن تغلق المسجل، وإما أن تستمع.

Answer:

Allah, The Most High, said:

﴿وَإِذَا قُرِئَ الْقُرْآنُ فَاسْتَمِعُوا لَهُ وَأَنْصِتُوا لَعَلَّكُمْ تُرْحَمُونَ﴾

So when the Qur’an is recited, then listen to it and pay attention that you may receive mercy.

So if we have a tape player that is playing for a certain reciter while we are having a conversation, then either we turn off the tape player, or either we listen to it. As for if we remain distracted in our idle talk and our conversation and as if we aren’t hearing anything except words of men, then this is in opposition to the required etiquettes with the Quran. So therefore I say either you turn off the tape player or either you listen (to it).

بعض الناس يسمع القرآن قبل النوم، أو مثلاً وقت مذاكرة أو انشغال بالأشغال فهل هذا من الآداب وما حكمه؟

Question:

Some of the people listen to the Quran before sleep or for example when revising or when preoccupied with certain tasks (i.e. chores). So is this from (good) manners and what is its ruling?

هذا ليس من الآداب، ليس من الآداب أن يتلى كتاب الله ولو بواسطة الشريط وأنت متغافل عنه، لقول الله تبارك وتعالى: وَإِذَا قُرِئَ الْقُرْآنُ فَاسْتَمِعُوا لَهُ وَأَنْصِتُوا [الأعراف:20]

فلذلك نقول: إن كنت متفرغاً لاستماعه فاستمع، وإن كنت مشغولاً فلا تفتحه،

Answer:

This is not from manners, it is not from manners that the Book of Allah is being recited – even if it be a means of a tape – while you are neglecting it, due to the statement of Allah, The Most High:

“So, when the Qur’aan is recited, listen to it, and be silent that you may receive mercy”

[7:204]

Thus we say: if you have free time to listen to it, then listen to it, and if you are busy, then do not turn it on.

However, Shaikh Fawzan hafidhuhallah was asked:

Question:

I spend some long hours cooking and that is to prepare the food for my husband. I am eager to benefit in this time, so I listen to the Noble Quran whether on the radio or tape. So is my action correct or is it not necessary for me to do this action because Allah the Exalted said:

وَإِذَا قُرِىءَ الْقُرْآنُ فَاسْتَمِعُواْ لَهُ وَأَنصِتُواْ لَعَلَّكُمْ تُرْحَمُونَ

So, when the Quran is recited, listen to it, and be silent that you may receive mercy. [i.e. during the compulsory congregational prayers when the Imam (of a mosque) is leading the prayer (except Surat Al-Fatiha), and also when he is delivering the Friday-prayer Khutbah].

Answer:

All praise is due to Allah. There is no harm to listen to the Noble Quran through the radio or recording while a person is working. And that does not contradict His statement:

وَإِذَا قُرِىءَ الْقُرْآنُ فَاسْتَمِعُواْ لَهُ وَأَنصِتُواْ لَعَلَّكُمْ تُرْحَمُونَ

So, when the Quran is recited, listen to it, and be silent that you may receive mercy. [i.e. during the compulsory congregational prayers when the Imam (of a mosque) is leading the prayer (except Surat Al-Fatiha), and also when he is delivering the Friday-prayer Khutbah].

because the silence that is desired is according to the ability and the one who is busy is silent for the Quran in accordance to his ability.
