Ash-Shaykh Bin Baaz, rahimahullah, was asked the following question,

السؤال : ماذا يقول سماحتكم في قارئ القرآن بواسطة مقامات هي أشبه بالمقامات الغنائية بل هي مأخوذة منها أفيدونا بذلك جزاكم الله خيراً ؟.

Question:

What do you say Oh Eminence Shaykh regarding the one who recites the Quran through the sequence of melodies which mostly resemble musical melodies…rather it is taken from it (music)? So (please) benefit us pertaining to that, may Allah reward you with good.

Answer:

الجواب :

الحمد لله
لا يجوز للمؤمن أن يقرأ القرآن بألحان الغناء وطريقة المغنين بل يجب أن يقرأه
كما قرأه سلفنا الصالح من أصحاب الرسول صلى الله عليه وسلم وأتباعهم بإحسان ،

All praise is due to Allah. It is not permissible for a believer to recite the Quran in a musical style and upon the method of the singers. Rather. it is compulsory upon him to recite it as our righteous predecessors – from the companions of The Prophet, alayhi salaatu was-salaam, and their followers upon goodness – recited it”

فيقرأه مرتلاً متحزناً متخشعاً حتى يؤثر في القلوب التي تسمعه وحتى يتأثر هو
بذلك .

So he recites it intoning it (according to its correct pronunciation) and recites it emotionally and with khusho’ (i.e. submission). (And) to the extent (that) he affects the hearts of those who are listening to it and in order for himself to become affected by it.

أما أن يقرأه على صفة المغنين وعلى طريقتهم فهذا
لا يجوز .

As for if he were to recite it upon the description of musicians and upon their way, then this is not permissible.
