Shaikh Bin Baz rahimahullah was asked:

Question:

They ask you, oh generous one, about eating liver or some meat without cooking. Is this allowed or not?

Answer:

I do not know of any harm in it. However, cooking is better. Cooking is better and more beneficial and safer from sickness. Otherwise, I do not know of any harm if he eats something of what Allah permitted from liver or other than it raw. I do not know of any blame in it”

Shaikh Abdul Muhsin al-‘Abbad hafidhuhallah was asked:

Question:

Is it allowed to eat raw meat without cooking?

Answer:

It is allowed if no harm will occur from that. For example, liver is eaten without cooking and it is delicious according to the one who eats it, especially goat liver. So if eating raw meat does not lead to harm, it is allowed.
