Translation:

Shaikh Sulaymaan ar-Ruhayli hafiduhallah said:

[Verily] all praise is for Allah, we seek His help and His forgiveness. We seek refuge with Allah from the evil of our own souls [and from our bad deeds]. Whomsoever Allah guides will never be led astray, and whomsoever Allah leaves astray, no one can guide. I bear witness that there is no god but Allah, [alone and without any partner] and I bear witness that Muhammad is His slave and Messenger.

O you who have believed, fear Allah as He should be feared and do not die except as Muslims in submission to Him.

[3:102]

O mankind, fear your Lord, who created you from one soul and created from it its mate and dispersed from both of them many men and women. And fear Allah, through whom you ask one another, and the wombs. Verily, Allah is ever watching over you.

[4:1]

“O you who have believed, fear Allah and speak words of appropriate justice. He will then amend for you your deeds and forgive your sins, and whoever obeys Allah and His Messenger has certainly attained a great attainment.”

[33:70-71]

Verily, the most truthful speech is the Book of Allah, the best guidance is the guidance of Muhammad, and the worst affairs are newly invented matters. Every newly invented matter is a religious innovation, and every religious innovation is misguidance, and every misguidance is in the Hellfire.

As for what follows:

O group of Muslims, O followers of Muhammad! Verily Islam is all just and all about fulfilling trusts. Everything that moves from justice to oppression and fulfillment of trusts to treachery has nothing to do with Islam at all, rather it is a detested crime. And a great evil that is obligatory to detest. And from this is what has occurred in the state of France of bombings by individuals who are misguided. They ascribe themselves to Islam and do not follow its rulings. They do not tread the path of the Quran and Sunnah nor establish the understanding of the Salaf and the verdicts of the Scholars. No doubt these bombings which occurred in the state of France are evil bombings and a grave crime. No doubt in it is oppression and treachery. And no doubt justice is obligatory upon the one whom we love or hate

لاَ يَجْرِمَنَّكُمْ شَنَآنُ قَوْمٍ عَلَى أَلاَّ تَعْدِلُواْ اعْدِلُواْ هُوَ أَقْرَبُ لِلتَّقْوَى

O you who believe! Stand out firmly for Allah and be just witnesses and let not the enmity and hatred of others make you avoid justice. Be just: that is nearer to piety, and fear Allah. Verily, Allah is Well-Acquainted with what you do.

[5:8]

No doubt fulfilling the covenants is obligatory, legislated.

وَأَوْفُواْ بِالْعَهْدِ إِنَّ الْعَهْدَ كَانَ مَسْؤُولاً

And fulfill (every) covenant. Verily! the covenant, will be questioned about.

[17: 34].

So if a person enters those lands through a visa, then it is a covenant, which is obligatory to fulfill. And a person living in that land, then this is from the covenants which is obligatory to fulfill and it is not allowed to nullify it and it is not allowed to be treacherous to those people. There is no doubt that this action involves oppression, treachery, and killing the one whom it is not allowed to kill. For those who do not fight the Muslims from the disbelievers, even if they are in the land of the battle, and they are avoiding the fighting or they are not fighting, then it is not allowed to kill them like the women, children, elders. So how about if one is not in the land of the battle and fighting? There is no doubt that killing them is a detested evil and not allowed. This action is a great crime. The Prophet sallahu alayhi wa salam did not used to kill messengers (who were sent to him) even if they said disbelief like the two messengers from Musaylamah [the false Prophet] who said what Musaylamah said. The Prophet sallahu alayhi wa salam said to them:

لولا أن الرسل لا تقتل لقتلتكما

If wasn’t for the fact that messengers are not to be killed, I would kill the both of you

[Saheeh Sunan Abi Dawood no. 2761]

The Messenger sallahu alayhi wa salam did not kill messengers. They are not killed. So how about women, children and other than it? No doubt these detested acts cause evil on the Muslims in that land and are a cause for people to hate Islam and fear the dawah to Allah. So if we understand that, it is obligatory upon all Muslims in every place to detest this crime, hate it, hate those who did it for the sake of Allah, and to make apparent the detestation for this crime to the best of their ability. It is not allowed for anyone to be pleased with this action or refrain [from detesting it]. Whoever is pleased with a crime, then he is a participant in it and he will earn of sin what those who [did it] earn of sin. And refraining [from detesting this action] is not allowed. For the ruling is clear and the affair is very apparent. So it is not allowed for a person to say these people deserve that because they are non-Muslims. Like the laymen say: “ceramics breaking one another. These are people fighting one another and their harm is spare from us”. It is not allowed to kill those whom it is not allowed and they do not deserve it because the Legislation prohibits that. This is an affair that is obligatory for the Muslims to realize.

And I address the Muslims in the Western land, [advising them] to fear Allah and be cautious from falling into two lowly affairs: the first is leaving off the rulings of Islam because these misguided people have distorted the image of Islam. This is a detested evil and it is not allowed for a Muslim to leave off his religion or something from his religion. Rather, it is obligatory that he holds fast to the religion of Allah as much as he can. The second lowly affair is to defend these misguided people, promoting them, and loving their action, especially considering the pressure that has been placed on the Muslims [living] in these Western lands as a result of this crime. My advice to all the brothers in that land is to fear Allah the Exalted, and hold fast to His religion, and hold fast to the will that the Prophet sallahu alayhi wa salam came with. As well, I advise them with patience and I encourage the Muslim Scholars to ease the effects of those actions of the Muslims in that land by clarifying that these actions are not agreed to by Islam, nor are committed by Muslims, and that the majority of the Muslims in that land do not agree to these actions but consider them a crime. Just as the Muslim rulers should advise the French state and European countries as much as they can to protect the honor of the Muslims, preserve their blood, honor, and wealth and not to expose the innocent from them to evil. This is obligatory upon the rulers and from the Scholars to do as much as possible. This crime has uncovered the ugly face of this organization which I have clarified their dangers and ugliness in a separate lecture which is recorded and available. They killed in France and other countries sending a message that if you leave us alone we will not expose you to this and we will busy [ourselves] with these apostates which called themselves Muslims. However, if you war against us with the Muslims, our evil will reach you. And this indicates what I have said again and again that these misguided Khawarij do not have concern for the Muslims whom they call apostates and attach them. And they do not expose [their harm] to other than the Muslims except what is in their benefit and interest. These misguided people do not consider the majority of the Muslims as Muslims. Rather, they consider them disbelievers and apostates. And as I have mentioned again and again, they see the majority of the Muslims states today as lands of disbelief and war, even Makkah and Madinah. And they do not consider the (existence of) Muslim land except the place they gain and gather in. It is necessary for the Muslim to know this affair and fear Allah, the Exalted and avoid fitnah and hold fast to the community of the Muslims and Iman and hold fast to the senior Scholars and their verdicts. In that is the way out from fitnah inshallah.

I ask Allah to guide the misguided Muslims, to protect the Muslims in every place, to protect our Muslim brothers in Europe, to aid them, and protect them from evil, and protect the male and female Muslims in every place.
