Question:

Some People are referring the Islamic state (i.e. ISIS) which are present now as khawarij, so is this correct?

Answer:

With no doubt, their actions and their traits are the actions of the khawaarij. (Regarding) the state which is called the state of daai’sh, (no doubt) it is not appropriate to call them an Islamic state. (Rather), it is to be said the daa’ish state; this name is suitable for them. Does the Islamic state slaughter the people with knives and does it cause corruption and kill (the people)? (No doubt no and) this is not from Islam in any way (or form)”
